Obviously the sign here is to explain the state of the shop. The sign is used to inform visitors that the office is closed instead of clothes. Since clothes is an object it is not correct to use it in this sentence. Thus the word closed should be used to explain to individuals that the office is not in use currently.
How it should be written: The office is closed.
