The whole sentence is grammatically wrong. The sign is to inform readers that the object is not in a working condition. As such, the sentence would not require the words "In an" as the object is not physically in anything. Order here refers to the functionality of the object an not a physical state. As such, the word "an" is unnecessary.
How it should be written: Out of order.
